Exemptions for small producers.

The Indian regulator has suggested to exempt so-called micro and small busineses from the the obligations under the Extended Producer Responsibility (EPR) for plastic packaging waste, particularly regarding the financing of waste collections. This responsibility shall be limited to primary polymer manufacturers and importers.


However, the obligation to both register with the Central Pollution Control Board (CPCB) and to submit annual reports  remain mandatory for all companies, independent of their size.


The CPCB grants a license for a period of one year with a renewal for three further years at a time. Companies have to declare the plastic material content in their packaging. Furthermore, the CPCB has set goals for a minimum level of recycling of waste from plastic packaging and also for the mandatory use of recycled plastic in packaging.
